Award contract for Town Hall flooring improvements.

EXPLANATION AND SUMMARY:
This is a continued effort from 2014 for Town Hall interior improvements. Several items were considered for improvements. DPZ was assigned to make recommendations on finishes, and DPW was assigned to coordinate installation. Among the discussed items in 2014, the lobby flooring has been prioritized, and DPZ recommends slate material (Mongolian Desert-Versailles Pattern).
DPZ recommends riding Prince William County contract 16092BA4 (IFB160041) with CCA Government Floors & Interiors. This contract has been reviewed by DPW who will assist before and after work is completed and will coordinate the installation process. Installation is proposed during two three-day weekends in September (Labor Day) and October (Columbus Day).
The total budget is $48,744 including a 5% contingency (quote-1st FL: $24,542.83; 2nd FL: $21,879.58; total: $46,422.41+ $2,321.12 (5%) = $48,744).
Departmental Recommendation: Based upon discussion with Council on January 25, 2016, DPZ recommends a slate finish (Mongolian Desert-Versailles Pattern) on both Town Hall lobby floors. Staff recommends approval of the contract.
Finance Recommendation: Finance recommends approval.
Purchasing Recommendation: The PWC contract is current and rideable.
Town Attorney Recommendation: The Town may ride the Prince William County contract for the proposed purchase of flooring and flooring installation or solicit bids in the discretion of Town Council.
Town Manager's Recommendation: I recommend Town Council approve riding Prince William County contract 16092BA4 (IFB160041) with CCA Government Floors & Interiors for the proposed flooring and flooring installations.
