Increase funds for Follin Lane Construction Contract with Jeffery Stack, Inc. IFB 16-02.

EXPLANATION AND SUMMARY:
The Follin Lane project is funded through a VDOT Revenue Sharing grant and the Town's NVTA local 30% allocation.
Throughout this project, various unforeseen conditions were encountered that resulted in additional costs. Poor soils along the majority of the roadway were encountered and required amendments to strengthen the subbase. Additionally, the stone base under the concrete curbs was increased from 1' wide to 3' wide to provide sufficient support. The increased cost due to poor soils is approximately $101,000.
At the intersection at Echols Street, the existing electrical junction box for traffic signals was buried below existing conditions. It was never located by the surveyor or engineer because it was under a few inches of soil, thus never included in the scope of work. The new roadway construction required that it be relocated, which also required that the traffic signals be re-wired and the loop detectors replaced. The increased cost for this work is $42,653.
There were quantity overruns on some payment items in the contract. Cut and haul of unsuitable materials cost an additional $150,150. The quantity of this item on the bid form was underestimated. Finally, additional asphalt mill and overlay was added to the project near the intersection of Follin Lane SE and Maple Avenue with an increase of about $16,000.
A summary table of these items and contract history is attached. The total contract increase is $310,000 to be funded by VDOT Revenue Sharing and NVTA Local allocation.
