Request approval of vehicle purchases within the Vehicle Replacement Program

EXPLANATION AND SUMMARY:
The Department of Public Works - Vehicle Maintenance request approval to purchase the following four vehicles as outlined in the VRP:
* DPW Vehicle Replacement #216 (Air Compressor), estimated amount of $21,102/actual amount $23,310 (NJPA Contract 052015-CEC)
o Doosan Air Compressor Model P185WDO
* DPW Vehicle Replacement #101 (zipper), estimated amount of $102,000/actual amount $99,060 (Sole Source)
o Asphalt Zipper Model AZ360B-173
* DPW Vehicle Replacement #144 (skid steer loader), estimated amount of $56,723/actual amount $61,511 (Fairfax County Contract 4400003752)
* PD Vehicle Replacement #15 (sedan), estimated amount $32,114/actual amount $40,754.96 (Bluefield Virginia Police Department Contract C091412)
o 2017 Ford Interceptor Utility Vehicle - $35,315
o Police Radio - Motorola Solutions Inc. - $5,439.96
The VRP estimates total replacement cost of these vehicles to be $211,939; however, the actual cost will be $224,635.96.
Departmental Recommendation: Recommend approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town can ride contracts for the proposed vehicle purchases or solicit bids in the discretion of Town Council. One vehicle is a sole source procurement, and Town Council may approve that contract upon written justification and posting of notice.
Town Manager's Recommendation: I recommend the Town Council approve a proposed expenditure and use of existing contracts and one waiver to replace the vehicles presented.
Cost and Financing: $224,635.96 (Vehicle #216 $23,310, Vehicle #101 $99,060, Vehicle #144 $61,511, Vehicle #15 $35,315 + $5,439.96=$40,754.96)
