EXPLANATION AND SUMMARY:
On March 17, 2014, Council approved and funded a design contract for sidewalk along Church Street NE, from 352 Church Street NE to Beulah Road NE, and along Beulah Road, from Church Street to Ayr Hill Road NE. Upon final engineering, it was determined that the portion of sidewalk along Beulah Road from Church Street NE to Ayr Hill Road NE was too costly to construct with available funding and was removed from the current project.
The Virginia Department of Transportation (VDOT) approved and authorized award of Vienna’s Walk to Downtown Beulah Road Phase II project for sidewalk from 352 Church Street NE to Beulah Road NE.
On August 9, 2016, bids were opened for IFB 16-12, Beulah Road Phase II. Bids were received, and Sagres Construction of Lorton, VA was deemed the lowest responsible and responsive bidder with a bid of $277,442.
DPW requests award of this contract in the amount of $305,000 (quote + 10% contingency) to Sagres Construction. Vienna’s portion is 20% of total cost. The remainder will be funded through VDOT.
Departmental Recommendation: Award $305,000 (quote + 10%) to Sagres Construction.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town has competitively bid the proposed sidewalk construction project, and Town Council may award the bid to the lowest responsible and responsive bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council award a contract in the amount of $305,000 as presented.
