Approve FY18 Transportation Alternative Project Funding Resolutions

EXPLANATION AND SUMMARY:
VDOT is currently accepting applications for FY18 federal Transportation Alternative grant funding for transportation projects. Applications are due November 1, 2016 for funding that would be available beginning July 1, 2017.
DPW proposes to submit Transportation Alternative (80% federal/20% local match) applications for three projects:
1. Church Street NE sidewalk extension (300 block) from 350 Church Street NE to Glyndon Street NE.
2. Freeman Store Pedestrian Bridge construction.
3. Park Street NE sidewalk (300 block) from Ayr Hill Avenue NE to existing sidewalk at 353 Park Street NE.
The proposed local match required for these projects will come from our available NVTA 30% allocation funding.
Departmental Recommendation: Recommend approval of Transportation Alternative Resolutions.
Finance Recommendation: Recommend approval
Purchasing Recommendation: N/A
Town Attorney Recommendation: Town Council may approve the proposed Transportation Alternative Resolutions in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve Transportation Alternative Resolutions for Church Street NE sidewalk, the Freeman Store pedestrian bridge, and Park Street NE sidewalk as presented.
