Request approval to hold the Solarize NOVA program

EXPLANATION AND SUMMARY:
The Community Enhancement Commission (CEC) brought Solarize NOVA, a solar purchasing program, to residents and businesses of Vienna during the springs of 2015 and 2016 and would like to once again offer Solarize NOVA in the spring of 2017. Council adopted the Solarize NOVA resolution on February 23, 2015. Solarize NOVA is an initiative of the Northern Virginia Regional Commission (NVRC) and the nonprofit Local Energy Alliance Program (LEAP). Solarize NOVA is a one-stop shop for residents to learn more about solar power options for their homes and businesses and helps facilitate installation and financing of these private projects.

Departmental Recommendation:
The Parks and Recreation Director recommends approval for offering the Solarize NOVA program during spring 2017.

Town Attorney Recommendation: Town Council may approve the Town’s participation in the Solarize NOVA program in its discretion.
Town Manager's Recommendation: I recommend approval of the Solarize NOVA program and authorize staff and the CEC to move forward with implementation of the program in spring 2017.
