Request to award traffic engineering services for Signal Modification Plans at Maple Avenue and Park Street to Rinker Design and Associations (RDA)

EXPLANATION AND SUMMARY:
This intersection has two traffic poles with long mast arms holding the signal heads at a diagonal which does not line up with traffic lanes. Separate left-turn phase traffic lights have been added which puts extra strain on the poles as well. The Virginia House Bill 2 (HB2) grant funding (100% NVTA funds) allows the Town of Vienna to replace the traffic signals at this intersection with a 4-pole configuration with underground wiring and pedestrian audible countdown pedestrian signals. There is no impact on Town CIP or Bond funds.
Rinker Design and Associates (RDA) submitted a proposal to complete the tasks under RFP 12-01 in the amount of $62,244.00 (proposal amount $59,280.00 + 5% contingency).

Town Attorney Recommendation: The Town has competitively bid the proposed engineering services and the Town Council may approve the proposed expenditure of funds in its discretion.
