Request to Procure Upgraded HD Encoder/Recorder for Granicus Archive Videos

EXPLANATION AND SUMMARY:
The following request is to upgrade existing standard definition (SD) video encoder to high definition (HD). The upgraded encoder/archiver will record and store video in HD quality. The one-time cost for purchase and installation is $4500.
This request will require an increase of the monthly service fees with Granicus by $175, which equates to $2,100 annually for the service upgrade and support. This upgrade also will require an amendment to the current contract dated 12/16/2014 between the Town of Vienna and Granicus, Inc. to cover the new charges for service.
Departmental Recommendation: IT department recommends the upgrade.

Town Attorney Recommendation: The Town may modify its contract with Granicus in the discretion of Town Council, and Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend that Town Council approve the purchase of the upgraded Granicus Encoder as presented.
