BACKGROUND SUMMARY:
OVERVIEW:
There are many ways to undertake a strategic plan. The Town of Vienna’s 2013-15 Strategic Plan (attached) is largely tactical and was developed based on a 2012 moderated Council session and subsequent facilitated workshop with staff. Now that the plan has “expired,” staff would like to discuss with Council its goals and preferences for a future strategic plan. This could have budget implications for FY2018 and/or FY2019 depending on the timeframe Council prefers to work within.
Staff has conducted high-level research to determine some of the best practices related to strategic plans. We’ve reached out to and had conversations with representatives at jurisdictions who have received accolades for their strategic plans.
The strategic goals and objectives identified through Vienna’s planning process will impact performance measures (which ones should be reported and how), budget and policy decisions, and what strategies and tactics staff undertake.
