Intent to Adopt Amendment to Chapter 6, Article 3 of the Town Code of Vienna - Cigarette Tax

EXPLANATION AND SUMMARY:
During FY2018 budget work sessions, Council discussed an increase in the tax charged per pack of 20 cigarettes sold or used within the Town by $0.10 a pack to $0.85 a pack, or $0.0425 per cigarette in packs of fewer or more than 20 cigarettes. This is an amendment to the Town Code of the Town of Vienna, Chapter 6, Finance and Taxation, Article 3 - Cigarette Tax, Section 6.17 - Levy and Rate.
The current rate charged by the Town is $0.75 a pack or $0.0375 per cigarette in packs of fewer or more than 20 cigarettes. The last change to the rate was July 2007. This proposed change will be effective on July 1, 2017, at the start of the next fiscal year.
A public hearing was held May 22, 2017. Council may now adopt changes to the Cigarette Tax Rate, if it wishes.
Departmental Recommendation: Recommend adoption of the amended Cigarette Tax Rate of $0.85 per pack of 20 cigarettes or $0.0425 per cigarette in packs of fewer or more than 20 cigarettes.
Finance Recommendation: Recommend adoption of the amended Cigarette Tax Rate of $0.85 per pack of 20 cigarettes or $0.0425 per cigarette in packs of fewer or more than 20 cigarettes.
Purchasing Recommendation: N/A
Town Attorney Recommendation: The Town has conducted a public hearing on the proposed cigarette tax rate, and Town Council may approve the proposed cigarette tax rate in its discretion.
Town Manager's Recommendation: I recommend the Town Council adopt the amendment of the Town Code of the Town of Vienna, Chapter 6, Finance and Taxation as presented.
