Award Maple Ave. Design Guidelines RFP 17-03 to Lardner/Klein Landscape Architects

EXPLANATION AND SUMMARY:
Council recently directed staff to solicit proposals for an outside consultant to develop design guidelines for MAC projects. The Maple Ave. design guidelines will serve as a companion document to the MAC Ordinance. The guidelines will aid developers' understanding of the character of Vienna and how that character should be reflected in any MAC design submitted to the Town.
Four proposals from responsive and responsible design firms were submitted. The top two firms (as rated by the Evaluation Committee) were interviewed and Lardner / Klein teamed with Frazier Associates was selected as the top firm. Lardner / Klein served as our MAC consultant and will bring a great deal of knowledge and expertise in design guidelines to the Town. Frazier Associates is well known for creating a true sense of place in towns across Virginia and specializes in creating town Main Street projects and designs. The selected firm has submitted a price of $48,176, which is within the Town's professional services budget, to produce the design guidelines within the specified nine-month timeline for completion.

Town Attorney Recommendation: The Town has solicited proposals in accordance with the Virginia Public Procurement Act for the proposed design services, and Town Council may award the project contract to the Lardner/ Klein/Frazier Associates team in the discretion of Town Council.
Town Manager's Recommendation: I recommend the Town Council award the Maple Avenue Design Guidelines project under RFP 17-03 to Lardner/Klein Landscape Architects as presented.
