Request approval of Planning and Zoning Department’s Work Plan for Zoning Code Changes

EXPLANATION AND BACKGROUND SUMMARY:
Much of the Town’s Zoning Ordinance dates back to 1969. Since that time there have been numerous changes to Virginia state code as well as how the Town wishes to use its zoning ordinance to protect the health, safety, and welfare of its citizens. In 2015 the Town initiated zoning ordinance amendment procedures and a couple of article amendments, including changes to Article 13.1 - MAC regulations.
Town Council recently directed staff to provide a comprehensive list of desired zoning amendments that were prioritized according to impacts on residence as well as development and business operations.
The relationships among articles and sections were considered during a June 12, 2017 work program prioritization work session. Staff has created the attached summary of prioritization consensus and a recommended draft work program by which the Town can move forward on Zoning Code section changes from highest to lowest priority.
Departmental Recommendation: Staff recommends that Council approve the staff work program priority list.
