EXPLANATION AND SUMMARY:
DPW requests that Council award IFB 18-10 to and approve FY18 spending for yard waste disposal with Freestate Farms, LLC. On October 24, 2017, bids were opened for IFB 18-10 for yard waste disposal. Two (2) bids were received, and Freestate Farms, LLC of Manassas, VA, was deemed the lowest responsible and responsive bidder with a bid of $34,000.
The Town currently takes collected yard waste to Fairfax County’s Ox Road Transfer Station at a cost of $54 per ton. The rate to take our waste to Freestate Farms in Manassas is $34 per ton, a 67% savings.

Town Attorney Recommendation: The Town has competitively bid the contract for yard waste disposal, and Town Council may award the contract to the lowest responsive and responsible bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council award an IFB and approve FY18 spending for yard waste disposal as presented.
