Award a Design Contract to Amec Foster Wheeler for Piney Branch Stream Restoration Project

EXPLANATION AND SUMMARY:
Piney Branch, located along the Northside Property Yard at 600 Mill Street NE, is experiencing major erosion and stream bank failure. In October 2017, Town Council approved a Memorandum of Understanding with Fairfax County for this project. In November 2017, the Fairfax County Board of Supervisors also approved the Memorandum of Understanding. The total project cost estimate is $1,320,000 and will be funded with $660,000 (50%) from the awarded SLAF grant and $660,000 (50%) from Fairfax County stormwater funds as outlined in the agreement. Vienna's public works staff will lead and manage the project.
Engineering design proposals for the project were requested on August 30, 2017, and a total of seven proposals were received. Of those proposals received, three firms were selected to present more details of their proposals to a three-person review/interview panel. The most qualified firm was determined to be Amec Foster Wheeler Environment & Infrastructure, Inc. (Amec). The attached fee proposal, not to exceed $341,473, was received by Amec, then reviewed and negotiated. In general, the scope of the proposal includes: natural and cultural resource studies, federal and state permitting, survey and design fees, utility coordination, public meetings, pre-bid and pre-construction meetings, construction oversight, and as-built survey. DPW staff recommends approving the proposal fee of $341,473 under RFP 18-02.
