Request Award of Water and Sewer Rate Study, RFP 18-04, to Municipal and Financial Services Group

EXPLANATION AND SUMMARY:
Town of Vienna staff recommends contracting with a professional consultant to perform a rate study for water and sewer rates. Previous studies were done in-house. The Town can benefit from the knowledge of firms recognized by the American Water Works Association (AWWA) and experienced in performing these studies.
The Finance Department prepared RFP 18-04, attached, to solicit proposals from firms experienced in providing rate study services for public water and sewer utilities. Proposals were due October 19, 2017. The Town received proposals from seven firms. As a result of the initial evaluation conducted by five evaluation committee members, the top three firms were interviewed: Municipal and Financial Services Group, Public Resources Management, and Draper Aden.
After the interviews conducted on November 16, 2017 were completed, Municipal and Financial Services Group was the top-ranked firm. The company is based in Annapolis, MD, and has done substantial work in Northern Virginia. The committee felt Municipal's approach was very thorough and its presentation examples would work well with our Council and citizens. Furthermore, the company will provide the Town with its model that we can update in future years without encumbering ongoing fees. Negotiations were entered into based on Municipal's submitted fee proposal, and an agreement was reached.
The Finance Director recommends award of the contract to Municipal and Financial Services Group in an amount not to exceed $29,400.

Town Attorney Recommendation: The Town solicited proposals for the proposed water and sewer rate study, and Town Council may award the contract to the top-ranked firm in its discretion.
