P.A.C./T.S.C. final draft of Pedestrian Master Plan

EXPLANATION AND SUMMARY:
During the meeting of the Transportation Safety Commission (TSC) on September 26, 2017, the final draft of the Pedestrian Master Plan (PMP) was presented. The PMP has been developed over many months with input from the public, the TSC and Town Council. Commissioner Hays noted the most recent changes and the TSC agreed the document was complete. Commissioner Hays made a motion that the Transportation Safety Commission approve the updated Town of Vienna Pedestrian Master Plan (PMP) dated September 26, 2017, as presented by the Pedestrian Advisory Committee and amended with minor editorial changes discussed at the September 26, 2017 TSC meeting for Town Council's consideration and approval to replace the current PMP.

Town Attorney Recommendation: The Town Attorney has the following recommendations:
1. There should be an affirmative representation in the application that the proposed bike rack(s) do not conflict with any approved site plan conditions, ie. parking spaces, landscaping, etc.; and
2. The proposed standardized bike rack design(s) should be submitted to the Board of Architectural Review for general approval.
Town Manager's Recommendation: I recommend the Town Council approve the final draft of the Pedestrian Master Plan as presented.
