Transportation Safety Commission (TSC) bike rack application process.

EXPLANATION AND SUMMARY:
During the meeting of the Transportation Safety Commission (TSC) on September 26, 2017, the bike rack application process for businesses in town was discussed. The BAC has been working for a few months to streamline this process and shorten the approval time line. Commissioner Strunk made a motion for the Transportation Safety Commission to forward the Bicycle Advisory Committee's draft of the Expedited Bike Rack Application Process to Town Council for review and approval. In August of 2011 the Board of Architectural Review was requested to approve a standard design for a bike rack to be used in Vienna. The BAR approved a "Master Bicycle Rack Plan" and approved a standardized inverted "U" design finished in Charlottesville Green or Black.

Town Attorney Recommendation: The Town Attorney has two recommendations:
1. There should be a reference in the application that any new bicycle rack will not conflict with an approved site plan condition, ie. parking, landscaping requirements, etc.
2. The Applications should incorporate the approved bike rack design per the BAR's approval dated August 18, 2011.
Town Manager's Recommendation: I recommend the Town Council approve the Transportation Safety Commission bike rack application process subject to incorporating the references suggested by the Town Attorney as presented.
