Request approval to purchase a tandem-axle leaf machine

EXPLANATION AND SUMMARY:
DPW requests to purchase a tandem-axle leaf machine using funds available in the leaf overtime account. Leaf collection operations have ended, and DPW came in under budget in overtime expenses. Currently the Town has five leaf collectors ages 20 years, 10 years, 9 years, and two that are 7 years. No replacement is scheduled until FY2020 and the next one after that is scheduled for FY2022 when the collector turns 16 years old. The useful life of these machines has been stretched to 15 years, but some of the Town’s leaf collectors will be older when replaced because of cost leveling in the Vehicle Replacement Program. The oldest machine will be 22 if not replaced sooner than scheduled in the VRP.
The leaf machine will be purchased utilizing NJPA Contract 041217-ODB through Old Dominion Brush Company.

Town Attorney Recommendation: The Town may ride the NJPA contract for the proposed purchase of equipment or solicit bids in the discretion of Town Council.
