EXPLANATION AND SUMMARY:

The Vienna Public Art Commission requests funding of $3,846.56 to pay ZM3 Group/Mark Stahl Homes for the balance owed on installation of the base for the "Taking Flight" statue.

The total budget for the "Taking Flight" sculpture was $47,000, which included $39,000 for the cost of sculpture and $8,000 for the cost to install the base. VPAC raised funds totaling $43,769 to pay for the purchase of the "Taking Flight" sculpture and installation of the base.

The Vienna Public Art Commission (VPAC) received approval by Town Council at the December 5, 2016 Council meeting to make a deposit of $3,900 on the "Taking Flight" bronze statue. VPAC received approval from Town Council on March 13, 2017 to make payment of $35,100, in two equal installments, to artists Seth & Missy Vandable. VPAC anticipated that, with additional outreach, the remaining funds committed would be raised before June 2017. However, VPAC's fundraising efforts have not generated enough funds to pay the full amount for installation of the sculpture.

The cost of the sculpture, $39,000 to Seth & Missy Vandable, has been paid in full by the Town. The cost of installation of the base by ZM3 Group/Mark Stahl Homes is $8,615.56. The Town has paid $4,769.56 of this amount from donations. A balance of $3,846.56 is still owed to ZM3 Group/Mark Stahl Homes.

VPAC has a balance of $400 in its Town account. VPAC intends to raise funds to reimburse the Town for the balance owed to ZM3 Group/Mark Stahl Homes. Additionally, the Town intends to seek a waiver from Fairfax County for the building permit fee, which will reduce the amount due by $1,640.
