Transportation Safety Commission (TSC) motion for Tapawingo Rd SW and Kingsley Rd SW traffic-calming

EXPLANATION AND SUMMARY:
During the February 26, 2018 Transportation Safety Commission (TSC) meeting, a final motion for Tapawingo Rd SW and Kingsley Rd SW traffic-calming was presented. Kingsley Road SW meets Traffic Calming Guide qualifications for traffic-calming. DPW recommends design and installation of a raised median island and choker curb extensions along Kingsley Road SW at the Meadow Lane SW intersection. DPW considers incorporation of stormwater management improvements to include bio-retention facilities within choker-curb islands as shown in the attached presentation to the TSC. DPW estimates the total design and construction cost for these improvements on both roads to be approximately $200,000 ($50,000 for design and $150,000 for construction). Since this potential project includes water-quality improvements, staff is working with Fairfax County staff to fund this within the County's stormwater tax revenue fund. If Council approves the TSC motion and design concept, staff will begin scoping final design and request Council's approval for expenditure of design funds at a future Council meeting.
As an additional immediate traffic-calming measure, DPW has recommended and installed temporary Pole-Mounted Speed Display (PMSD) signs at the intersection of Kingsley Road SW at Meadow Lane, displayed for westbound vehicles, as well as on Tapawingo Road SW near Meadow Lane.
Departmental Recommendation: Recommend approval.
