Intent to Adopt Changes to Chapter 9, Article 7 - Town Vehicle License Fee.

EXPLANATION AND SUMMARY:
The Finance Director and Town Attorney have worked with Fairfax County to make necessary ordinance changes and create a memorandum of understanding that would transfer collection of the Town's vehicle license fee to Fairfax County.
Under State Code section 46.2-752, article 11 of the Town has the authority to collect these fees. However, the data is provided by the County, and the separate bill for a vehicle license fee is confusing to citizens. Under the change requested, Town citizens will get one bill from the County for both County Personal Property Tax and the Town Vehicle License fee. The Town will save approximately $15,000 a year in bill paper and postage savings, and based on the experiences from the Town of Herndon, who started the process 2 years ago, we should expect an increase in fee collection.
The Town held a public hearing on April 9, 2018 to allow citizens public input on the suggested change.
