Request Approval of MOU with Fairfax County to Transfer Collection of Vehicle License Fees to the County

EXPLANATION AND SUMMARY:
Fairfax County has requested a Memorandum of Understanding (MOU) with the Town in order to begin collection and remittance of Town Vehicle License Fees by the County beginning in FY 2018-19.
The MOU spells out the rights and responsibilities of each of the parties. The County will collect regular and delinquent bills. The Town will amend the Vienna Town Code Chapter 9, Article 7, Sections 9-64 to 9-67 to conform to Article 17.2 of the Fairfax County Code. The Town will cooperate and share information with the County, and vice versa.
While there is a provision for reimbursement of expenses by the Town, this change is simply a title change on a line of an existing bill. The County has assured us that there will be no charge to the Town.
The County plans to take up the item at their June 4 Board Meeting.

Town Attorney Recommendation: Assuming the Town Council has approved the proposed amendments to Town Code Sections 9-64 to 9-67 to conform to Article 17.2 of the Fairfax County Code, the Town Council may approve the proposed MOU with Fairfax County in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the Memorandum of Understanding with Fairfax County regarding County Collection and remittance of Vehicle License Fees as presented.
