EXPLANATION AND SUMMARY:
Twice in 2017, The Police Department conducted parking studies on Patrick Street SW between DeSale St. and Cottage St. SW at the request of council after citizens expressed concerns about parking from the nearby apartment complex impacting Patrick Street. Both studies showed the level of non-resident parking was not sufficient to reach the threshold for permit parking established by Town Code 9-12.3.1, Parking prohibited on certain residential streets. However, when just the 100 block of Patrick Street SW was considered, the threshold was met. Many of the streets surrounding this area already have permit parking established 7 days a week from 7:00 pm to 6:00 am.

Town Attorney Recommendation: In accordance with Town Code Section 9-12.3.1, et seq. and after consideration of the report from the Police Department that the proposed street meets the criteria established for permit parking zones, the Town Council may establish a parking permit zone in its discretion.
Town Manager's Recommendation: I recommend the Town Council close the Public Hearing and establish Permit Parking seven days a week from 7 p.m. until 6 a.m. on the 100 Block of Patrick Street SW as presented.
