Fiber Pull from 600 Mill Street NE to 440 Beulah Road NE with Cox Communications

EXPLANATION AND SUMMARY:
In preparation for Town staff’s utilization and occupation of the newly acquired property at 440 Beulah Road NE, the Information Technology Department requests directing Cox Communications to extend the existing iNet fiber for network and P.E.G. services to the Town’s existing iNet network. The Town’s iNet backbone was built in 2004 with inception of the franchise agreement between Cox Communications and the Town of Vienna. The following list shows the original Town buildings and parks at which fiber optics were installed as part of the iNet buildout. The following request is a capital improvement to the Town’s iNet, extending the network and P.E.G. capabilities by adding the Beulah Road property to the Town’s iNet infrastructure.

The purpose of connecting the house on Beulah Road to the existing iNet setup is to ensure direct communications with secure Town servers and resources. This connection will be dedicated and secure with existing Town buildings. During the anticipated time that police staff occupy the property, during the Police Station renovation, we can ensure a robust connection to the department’s current records management applications as well as connectivity with Fairfax County and Virginia State Police for Public Safety. Fairfax County also uses iNet to connect with other jurisdictions in the DC metro area. When the police renovation is complete, the building can be used for other departments. The network infrastructure will already be in place. This request is for a one-time cost to have the fiber pulled to the Beulah Road location. Once the building is connected, all associated costs for internet, phones, and support will be covered under existing services the Town currently has. There will be no additional or recurring costs associated with the actual fiber or iNet.
Cox Communications will install fiber optics cable from the nearest Town-operated building, which is the Northside Property Yard located at 600 Mill Street NE, and connect it to the property located at 440 Beulah Road NE. The fiber will be installed along existing utility poles in certain areas and then undergrounded at others along the path. The path that Cox will use runs along Mill Street to Church Street and then to the property on Beulah Road. (See attached drawings).
This project qualifies for funding under the P.E.G. program, and there are sufficient reserved funds to accomplish this.

Town Attorney Recommendation: Town Council may approve the proposed expenditure of P.E.G. funds for the proposed fiber infrastructure installation in its discretion.
