Request award of IFB 19-02 and FY19 spending with National Asphalt Mfg Corp (primary award) and Superior Paving Corp (secondary award)

EXPLANATION AND SUMMARY:
Bids were received from three (3) vendors for IFB 19-02 for asphalt hot mix. Results of the bids are detailed in the Bid Tabulation, attached.
National Asphalt Mfg Corp (primary award) was the low bidder with a total bid amount of $110,400; Superior Paving Corp (secondary award) was the second lowest bidder. National Asphalt and Superior Paving have been determined to be responsive and responsible bidders and have met IFB specifications. DPW also requests FY19 spending with both vendors for a combined total of $195,492. The reason for a secondary award is to ensure continuous access to asphalt in the event that the primary vendor is unavailable due to plant closures for seasonal or periodic maintenance.
Departmental Recommendation: Award IFB 19-02 to National Asphalt Mfg Corp (primary award) and Superior Paving Corp (secondary award) and approve FY19 spending.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: Town Council may award the proposed asphalt contract to the lowest responsive and responsible bidder and a secondary contract with the second responsive and responsible bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council award IFB 19-02 to National Asphalt Mfg Corp as the primary contractor and Superior Paving Corp as the secondary contractor for asphalt hot mix as presented.
