Renewal of Maintenance Agreement with Tyler Technologies

EXPLANATION AND SUMMARY:
On May 12, 2014 Council approved a software project to convert two legacy systems to Tyler Munis software. Munis system benefits have include a fully integrated financial and operations system, the combination of two financial systems and other offline operations systems, and a robust, outward-facing online system for customers. Munis is a premier financial system for mid-sized local governments, such as Vienna, and has more than 14,000 installations in the United States and Canada.
In FY 2017-18 the final revenue modules went live; the customer service interface is being finalized.
The original agreement included a maintenance agreement that is in force until canceled in writing, and as such, can be included in a consent agenda.
The finance department requests approval to renew the maintenance agreement totaling $84,096, consisting of the following:
Maintenance $50,583
Disaster recovery $18,258
Systems management support $12,807
Incident management & permits $ 2,448
Total $84,096
Departmental Recommendation: Recommend approval

Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town may renew its maintenance agreement with Tyler Munis software or solicit bids for a new financial systems software system (not recommended at this time) in the discretion of Town Council.
Town Manager's Recommendation: I recommend the Town Council renew the contract for maintenance and support services with Tyler Munis Financial System Software as presented.
