EXPLANATION AND SUMMARY:

On August 22, 2016, Council approved funds for design of drainage and roadway improvements at the intersection of Ninovan and Talahi roads SE. Improvements include curb, gutter, sidewalk, and storm drainage to reduce the amount of runoff that currently flows through the front and rear yards of homes near this intersection. The improvements will be in the public right-of-way, and all effected property owners have returned signed Rights-of-Entry documents to allow restoration.

On May 30, 2018, five (5) bids were received for IFB 19-01 Ninovan Road SE - Roadway and Drainage Improvements. Of those five, Sagres Construction, of Lorton, VA, was deemed the lowest responsive and responsible bidder with a total bid amount of $117,700. The project is funded through the 2016 bond.

At this time the Department of Public Works requests award of IFB 19-01 to Sagres Construction in the amount of $124,000 (bid + 5% contingency).

Departmental Recommendation: Recommend approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town has competitively bid the contract for proposed drainage and roadway improvements, and the Town may award the contrat to the lowest responsive and responsible bidder in the discretion of Town Council.
Town Manager's Recommendation: I recommend the Town Council award IFB 19-01 for roadway and drainage improvements at the intersection of Ninovan and Talahi Roads to Sagres Construction, as presented.
Cost and Financing: $124,000 (bid + 5% contingency)
