Request approval for purchase of VRP #116 - Asphalt Paver

EXPLANATION AND SUMMARY:
The Department of Public Works - Vehicle Maintenance has purchased a new asphalt paver to replace VRP# 116 currently scheduled for replacement in FY2020. The previous asphalt paver broke down and was beyond reasonable repair. DPW proposes to swap the asphalt paver with a tandem axle dump truck in the current FY19 VRP (#83 for $174,291 for #116 for $160,850). This purchase was made utilizing NJPA Contract #052417-VTL and approved waiver of standard purchasing procedures. The new paver has been delivered, and both operations and vehicle maintenance staff have received the manufacturer’s training on the equipment.
The determination to purchase the vehicle in advance of receiving 2019 capital lease proceeds was made due to the important nature of the work and the high cost of renting a replacement unit. Funds will be advanced by the General Fund until the proceeds are received in October.
