Request to award contract for installation of a kitchen exhaust hood fire suppression system at the Vienna Community Center

EXPLANATION AND SUMMARY:
The Vienna Community Center recently completed a renovation and expansion project in 2017. Per design, the existing galvanized hood for the kitchen stove was to be reinstalled. Keller Brothers informed the Town that it would not install the fire suppression system in the existing galvanized kitchen hood due to liability reasons. Fairfax County Health Department confirmed that the galvanized kitchen hood was no longer code compliant. Lukmire Partnership/RRMM confirmed that the existing kitchen hood needs to be replaced with a new stainless steel hood and fire suppression system, as specified in IFB 19-03.
IFB 19-03 was originally issued in May 2018, with bids due June 15. This resulted in only one (1) bid received, and it was nonresponsive. After receiving feedback from vendors who did not bid, some changes were made to the specifications and a mandatory pre-bid meeting was held July 12. Two (2) vendors attended the pre-bid meeting. Of the two (2) vendors, Alpha Sheet Metal, Inc. submitted a bid in the amount of $34,300, which was determined to be responsive and responsible.
Departmental Recommendation: Award IFB 19-03 to Alpha Sheet Metal, Inc.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town has competitively bid the proposed contract and may award the bid to the lowest responsive and responsible bidder in the discretion of the Town Council.
Town Manager's Recommendation: I recommend the Town Council award IFB 19-03 in the amount of $34,300 to Alpha Sheet Metal, Inc. for purchase and installation of a kitchen hood and fire suppression system as presented.
