Request approval of vehicle purchases within the Vehicle Replacement Program.

EXPLANATION AND SUMMARY:
The Department of Public Works Vehicle Maintenance requests approval to purchase five police vehicles as outlined in the VRP. Due for replacement according to the Vehicle Replacement Program (VRP) are vehicles #1, #12, #22, #20, and #19 under the Police Department, Patrol, Administration, and CIS Divisions on page 4. Sheehy Ford of Richmond was awarded the Virginia Sheriffs' Association Contract # 18-01-0921 for 2019 Ford Police Interceptor utility and 2018 sedan models. Vehicle Maintenance recommends patrol sedan #22 be replaced with a police utility vehicle to reduce the impact of Ford Motor Company's phasing out ordering of all sedan patrol cars as of September 1, 2018, and that we purchase all five vehicles utilizing the Virginia Sheriffs' Association Contract with the options indicated on the attached spreadsheets.
Vehicle Maintenance, also, recommends the purchase five police radios from Motorola Solutions Inc. for $4,452.46 each totaling; $22,262.30 riding the Stafford County Contract #1024064.

The VRP estimates the total replacement cost of these vehicles to be $194,531; however the actual cost will be $182,072. This amount will be financed with proceeds from the 2019 capital lease.
