Request approval of MOU with Vienna Little League to accept funds for preliminary engineering analysis for possible improvements to Southside Park

EXPLANATION AND SUMMARY:
At the May 14, 2018 Council work session, Vienna Little League approached the Town to propose renovating Field #2 at Southside Park.
The Town has requested a Memorandum of Understanding (MOU) with Vienna Little League to pay for a preliminary engineering report and site plan analysis to include possible renovation and expansion of existing fields and fencing to accommodate two (2) new multipurpose fields as well as add artificial turf and lights at Southside Park.
The MOU spells out the rights and responsibilities of each of the parties. The Town will not be obligated to directly contribute any funds to complete the engineering analysis, but agrees to provide necessary contract and site management to complete the engineering analysis. The Town will receive funds in advance from VLL and will use them to pay the contractor for the preliminary study.
Departmental Recommendation: Recommend approval of MOU with Vienna Little League.
Finance Recommendation: Recommend approval of MOU.

Town Attorney Recommendation: Town Council may approve the proposed MOU with Vienna Little League in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve a Memorandum of Understanding with Vienna Little League, as presented.
