Award Town Hall BMP Parking Lot Improvements, IFB 19-04

EXPLANATION AND SUMMARY:
The Public Works Department proposes to install a stormwater management facility at Town Hall. Town Hall's rear parking lot drive aisle is larger than standard design, which allows a reduction of the drive aisle by moving the west parking stalls toward the building. This provides an opportunity to create a small water quality facility (BMP) in the new green space at the far side of the lot. A new BMP facility would be a practical example of improving water quality in urbanized Vienna. This centralized location will be accessible to local schools and community organizations for educational programs.
Bids were received from eight (8) vendors for the subject IFB. The results of the bids are detailed on the bid tabulation attached. LCS Site Services, LLC was the lowest bid at $123,303.70, has been determined to be a responsive and responsible bidder, and has met IFB specifications. Funds for this project will come from the Capital Improvement Program (CIP). Staff recommends approving the bid amount plus 5% contingency, or a total of $130,000, for this project.

Town Attorney Recommendation: The Town has competitively bid the proposed Town Hall BMP parking lot improvements project, and Town Council may award the contract to the lowest responsive and responsible bidder in its discretion.
Town Manager's Recommendation: I recommend the Town Council award the Town Hall BMP parking lot improvements project contract to LCS Site Services, LLC, as presented.
