EXPLANATION AND SUMMARY:

Town of Vienna staff members have been meeting with Fairfax County staff members since mid-2016 to discuss the possibility of a partnership to develop parking at the Patrick Henry Library site at the corner of Maple and Center streets. Agreement was reached to jointly fund a feasibility analysis not to exceed $150,000, with the Town contributing half or an amount not to exceed $75,000. This expenditure was included in the 2018 bond issuance. A letter of agreement between the Town and county was signed June 8, 2018.

The county recently contacted the Town to meet again about this project as the county is ready to start the procurement process for a feasibility study. The Town's deputy planning and zoning director will serve as the Town's principal project contact during the feasibility period. He and the director of finance and principal planner will participate in selection of the feasibility study contractor with members of Fairfax County staff. Planning and zoning will review the scope of planned services for the study to consider Vienna planning regulations and also to look at by-right and a MAC configurations.

The project timeline proposed by the county calls for contract award of the feasibility study around mid-October with the final concept package completed around mid- to late March 2019. Conceptual designs are expected to be reviewed by Vienna Town Council in January 2019.

The county has included library improvements in its 2022 CIP plan. The Town's expected construction contribution will depend on the number of parking spaces desired for Town use, in excess of what the county is planning. This number will become clearer at the conclusion of the feasibility study.
