Funding agreement and design contract for the Tapawingo Road SW and Kingsley Road SW Traffic Calming Urban Bioretention Project

EXPLANATION AND SUMMARY:
On April 9, 2018 Council approved the Transportation Safety Commission (TSC) motion for traffic calming on Tapawingo Rd SW and Kingsley Rd SW. This motion included the design and installation of choker curb extensions at the intersections of Tapawingo Road SW and Meadow Lane SW and Kingsley Road SW and Meadow Lane SW. The Department of Public Works would like to complete this project as a joint stormwater effort with Fairfax County by including urban bioretention best management practices within the proposed traffic calming curb extensions. As outlined in the attached Funding Agreement, the County will grant to the Town $200,000 for the design and construction of the project and pollutant load reduction credit will be apportioned among the parties per the Cooperative Agreement. The Town will be responsible for the oversight and project management. The Funding Agreement was approved by the Fairfax Board of Supervisors on July 31, 2018.
At this time DPW request approval of the Funding Agreement with Fairfax County. DPW also requests to use Urban Ltd to provide engineering services for survey and design of this project utilizing the on-call Civil Engineering contract RFP 19-01 in the amount of $56,350.

Town Attorney Recommendation: The Town has a contract with Urban Ltd for engineering and survey services and the Town Council may approve the proposed Funding Agreement with Fairfax County and authorize the expenditure of funds in its discretion.
