Funding agreement for the design of Hunter's Branch Phase II Stream Restoration

EXPLANATION AND SUMMARY:
Hunter's Branch, located downstream of Tapawingo Road SW to the Town boundary at Virginia Center Blvd, is experiencing major erosion and stream bank failure. In October 2013, Town Council approved a cooperative agreement with Fairfax County to share stormwater service district fees. Per this cooperative agreement, the Department of Public Works (DPW) has requested that the County grant the Town $400,000 for the design of the restoration project. The funding agreement is attached for Council review and approval. As outlined in the funding agreement, upon completion of the design, the County will grant to the Town an additional $1,520,000 for construction pending available funds. Town DPW staff will lead and manage the project and Fairfax County staff has pledged support with plans and review if requested.
At this time DPW request approval of the Funding Agreement with Fairfax County for the Hunter's Branch Phase II Stream Restoration. If approved, DPW will prepare a Request for Proposal (RFP) for design services for this project.

Town Attorney Recommendation: The Town Council may approve the proposed funding agreement with Fairfax County for stream restoration in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the Funding Agreement with Fairfax County for the Hunter's Branch Stream Restoration Phase II Project and that the Town Council authorize the Mayor to execute the agreement, as presented.
