Subject:

Title

Traffic Impact Assessment Review for Appointed and Elected Officials

Body

BACKGROUND SUMMARY:

Development projects for MAC rezoning and other projects are required or choose to submit transportation impact assessment reports.  Although the Town has engaged Kimley-Horn as an independent outside consultant for review of 444 Maple and is in the process of hiring a transportation engineer/transportation planner position, it is useful for the Town’s elected and appointed officials to have a high level working knowledge of the current practices and VDOT requirements for transportation impact assessments.  This includes:

§                     Overall study context and framework

§                     Non-site traffic forecast

§                     Trip generation

§                     Pass-by trips

§                     Mixed use development

§                     Traffic distribution and assignment

§                     Transportation operations and analysis

§                     Effect of non-motorized transportation and transit service

§                     Traffic safety

The presentation will be made by Douglas E. Noble, P.E., PTOE, Senior Director - Management and Operations at the Institute of Transportation Engineers, and Dan Hardy, P.E., PTP, Principal, Renaissance Planning and Chair of the technical committee developing the Institute of Transportation Engineers new Recommended Practice on Multimodal Transportation Impact Analyses for Site Development.

The presentation will close with a discussion of the study purpose and review process as well as references on current state of the practice.  A question/answer period will follow.

OVERVIEW:

Knowledgeable transportation professionals will provide a presentation on current practices for preparing transportation impacts assessments focusing on concepts and approaches for reviewing officials.
