Consider approval of Transportation Safety Commission-recommended bike corral along Church Street.

EXPLANATION AND SUMMARY:
During its June 26, 2018 meeting, Transportation Safety Commission (TSC) members discussed the location of the existing bike corral on Church Street.
Several Bicycle Advisory Committee (BAC) members had expressed concern that the corral, in its current location, is not being well used. It should be noted that the corral was designed to be moveable.
TSC proposes moving the bike corral on Church Street from its current location between the entrance to Cocoa Vienna (108 Church Street NE) and the entrance to Diamond Spa (120 Church Street NE) to one of two recommended locations. The first choice for relocation is the parking spot in front of Terra Christa (130 Church Street NW). The second choice for relocation is the parking spot in front of Rita's Italian Ice (114 Church Street NW).
The existing bike corral is located in an area that does not provide an available parking space for vehicles. Both suggested spaces for the corral would require the loss of one parking space on Church Street. Staff understands that the TSC has received feedback from the owners of Terra Christa and Rita's Italian Ice. The owner of Terra Christa is not in favor of the corral being located in front of 130 Church Street NW, however the Rita's owner is supportive of the corral being located at 114 Church Street NW. DPW staff cautions against removing a parking space on Church Street.
Departmental Recommendation: Delay relocating the bike corral until additional off-street parking is available along or near Church Street.
