Resolution for participation of Planning Commissioners through electronic communication during public meetings

Background

 

Electronic participation is allowed by the Virginia Freedom of Information Act (§ 2.2-3708.2), but only if the Planning Commission adopts a written policy allowing for and governing participation of its members by electronic communications. The Town Council adopted such a policy on July 10, 2017.

 

The Planning Commission held a work session with the Town Attorney on a resolution on November 14, 2018. The Town Attorney provided a draft resolution for the Commission to consider. During the regular meeting on the same night, the Commission added the adoption of such a resolution to that meeting’s agenda. The Commission discussed the adoption of the resolution and opted to consider the item at a later meeting, giving enough time for Commissioners to review the resolution and provide any feedback to Staff. During the meeting, the Commission identified and suggested two minor edits of the draft provided by the Town Attorney. Commissioners also suggested breaking up the paragraph in Section B.
