Request for procurement of audio/visual upgrades for cable access channel.

EXPLANATION AND SUMMARY:
In order to keep up with technology improvements for the audio/video system currently in use for the Town's cable channel and to build upon upgrades completed in 2014 with the addition of the studio lighting, the following items are requested as upgrades and improvements:
* Improved control for the internal TVs and microphones in Council chambers.
* Upgrade to the production controller and cameras.
* Add remote participation via video conferencing using Skype.
* Improved character generation for scrolling text and lower thirds.
* Upgrades to the audio system for better processing and sound quality.
* Replacement of existing and procurement of additional standalone microphones used for work sessions and other general meetings.
* Addition of a second podium for staff presentations.
* Upgrade existing timer clock with a larger display for the public.
Departmental Recommendation: Procurement and installation of audio/visual upgrades will be funded entirely by Cable TV Capital Grant PEG funds. Recommend approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town may ride the VASCUP contract for the proposed purchase of cable access channel equipment, and the Town may use franchise PEG funds for this purpose in the discretion of Town Council.
Town Manager's Recommendation: I recommend the Town Council approve of the purchase and installation of audio/visual upgrades for the Town's access channel from Human Circuit, as presented.
