EXPLANATION AND SUMMARY:
The Department of Public Works requests approval of a sole-source purchase from All Traffic Solutions for SpeedAlert signs with speed display and web-based data reporting. All Traffic Solutions has a U.S. patent for the web-based data-reporting, making these proprietary products solely engineered and manufactured by intuitive Control Systems, LLC, the parent company of All Traffic Solutions.
The Town's traffic engineering staff requests Council approval for the purchase of eight (8) radar speed display SpeedAlert signs with speed display, solar battery and panels as well as Traffic Suite (24 months) management equipment, which are proprietary products solely engineered and manufactured by Intuitive Control Systems, LLC, the parent company of All Traffic Solutions. Quote# Q-39279, dated 11/08/18, is for $59,477.50.
Under the agreement the Town has with VDOT for traffic mitigation associated with the I-66 project, VDOT has approved a FY 2019 reimbursement for two pole-mounted signs at $6,400 each ($12,800 total). Additional funds were allocated for radar signs in the Town's Capital Improvement Program in an amount of approximately $30,000, and staff has identified $17,200 in the traffic engineering operating budget to fund this purchase.
