Consideration of a resolution to endorse a project submittal for FY20 I-66 Commuter Choice Funding

EXPLANATION AND SUMMARY:
In January 2017, the Northern Virginia Transportation Commission (NVTC) and the Commonwealth signed a 40-year MOA authorizing NVTC to use toll revenues from I-66 Inside the Beltway (ITB) to fund multimodal transportation projects. These projects must benefit toll payers who travel through the I-66 corridor, and applications are evaluated on factors that advance this goal, such as person through-put and multimodal connectivity. The FY 2020 call for projects was announced November 2, 2018 with a submittal deadline of January 16, 2019; funding from this cycle will be available July 1, 2019.
The proposed project includes funding for purchasing and installing Capital Bikeshare Stations in locations recommended by the feasibility study as well as input from the Transportation Safety Commission and staff (with exact station locations to be refined during spring 2019). The application also includes funding for any design and site construction to support installation as well as to support initial operational costs. The proposed bikeshare network in the Town would connect to planned bikeshare stations in the county at and near Vienna Metrorail Station. This project meets the program's eligibility requirements.
