Resolution in support of funding request from Fairfax County's Economic Development Support Fund to update the Town's zoning and subdivision ordinances

EXPLANATION AND SUMMARY:
The Fairfax County Board of Supervisors created the Economic Development Support Fund (EDSF) in 2016 to support the county's strategic plan goal to facilitate the economic success of Fairfax County. A goal of that plan is to take action to create a diversified and prosperous economy that engages all segments of the community. Eligible project types include capital development projects, property acquisition, and programming support for economic development activities. For projects to be considered, they must be nominated by a member of the Board of Supervisors or the County Executive. Investments should not exceed 50% of the total project costs.
The Town's zoning and subdivision ordinances were enacted 50 years ago in 1969 and are outdated and cumbersome. They need to be comprehensively updated so that regulations are logically organized, easier to understand, consistent with the Code of Virginia and recent Supreme Court decisions, and incorporate contemporary zoning and best practices, providing more opportunities for redevelopment. The Town is requesting $120,000 from Fairfax County's EDSF, or half of the total cost of $240,000, to retain a planning consultant to update the Town's zoning and subdivision ordinances. The Town has budgeted $60,000 of general fund monies in FY 2019 for the project and is expected to budget another $60,000 in FY 2020 for a total local contribution of $120,000. This project meets requirements of a "programming support" type of project. Staff requests Council pass a resolution affirming this request.
