Old Courthouse Road NE Fairfax County agreement for construction funding

EXPLANATION AND SUMMARY:
The Fairfax County Transportation Priorities Plan includes pedestrian improvements on the west side of Old Courthouse Road NE within the Town of Vienna and eastward to connect to existing sidewalk near Gosnell Road. Curb & gutter with drainage improvements are included to eliminate the roadway ditch.
On July 6, 2015, Council approved the county agreement for design funding and awarded the design contract to Rinker Design for $200,000. Design is now complete, and the project ready for construction. The total construction budget for this project is $2,282,838 based on our engineer’s estimate (attached).
The original county budget for this project was $1,600,000, which did not include utility relocation costs nor the additional extension into Town agreed upon in the design phase. The county has agreed to fund $1,732,838 for construction; this has been approved by the Board of Supervisors. The Town will contribute $550,000, using Congestion Mitigation and Air Quality (CMAQ) funds currently available through the Safe Routes to School portion of this project. The local match to the CMAQ fund will be from the Town’s local NVTA fund.
Staff recommends approval of the attached $1,732,838 agreement with Fairfax County for this the project. This agenda item is for approval of the agreement only, not an appropriation of funds. A request for appropriation of funds and award of a construction contract will be brought to Council at a future date.
