Request approval of Memorandum of Understanding between Vienna Little League and Town of Vienna for use of Yeonas Park during the Fourth of July 2019 entertainment and fireworks show.

EXPLANATION AND SUMMARY:
For the past several years, the Town has hosted its Fourth of July festival and fireworks show at Southside Park. This year's event will be held Thursday, July 4, with a rain date of Friday, July 5 (fireworks only). In order to adequately host the fireworks show at Southside Park, the Town is required to use Yeonas Park for spectator viewing. Michael Jreige, president of Vienna Little League, and the Board of Vienna Little League have given permission for the Town to continue using Yeonas Park for this purpose. The memorandum of understanding is attached. The requested usage time for Yeonas Park begins at 4 pm in order to provide music and entertainment beginning at 7pm until the fireworks display at 9:30 pm. The Parks Maintenance Division will complete cleanup of Yeonas Park in time for the next day's activities. In addition, the Town will require the contracted fireworks company to provide a certificate of insurance naming Vienna Little League as additional insured for the duration of the event.
Departmental Recommendation: The Parks and Recreation Director recommends approving the Memorandum of Understanding and authorizing the mayor or vice mayor to sign.

Town Attorney Recommendation: The Town uses Southside Park to exhibit its Fourth of July fireworks show and the Town has received permission to have spectator viewing for the Town's Fourth of July fireworks show at the adjacent Vienna Little League Yeonas Park. The Town Council may approve the proposed Memorandum of Understanding in its discretion.
