Request to Award Contract for Plan Review Software to Idtplans

EXPLANATION AND SUMMARY:
As part of an effort to streamline the review process for commercial and residential site plans and improve customer service, the Town has set aside funding for plan review software. The software allows staff to more efficiently review plans and communicate with customers via a cloud-based interface. The software purchase is funded through the 2018 Capital Improvement Plan; annual maintenance costs will be funded through the General Fund.
In January 2019 the Town issued a Request for Proposals (RFP#19-04) for plan review software.
Following presentations from the three top-rated responding software firms, idtPlans was selected.
Town staff requests that this contract for plan review software be awarded to idtPlans in an amount not to exceed $53,180 for one-time configuration fees and the first year of annual maintenance ($32,490 for one-time configuration fees, $2,700 for training, and $17,990 for annual maintenance). The first year of annual maintenance will begin July 1, 2019, the start of fiscal year 2020.
Departmental Recommendation: Planning and Zoning recommends approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: In its discretion, Town Council may award the proposed plan review software to the top-rated responding RFP respondent.
Town Manager's Recommendation: I recommend the Town Council award the contract for plan review software to idtPlans in an amount not to exceed $53,180, as presented.
