Request approval of a memorandum of understanding between the Optimist Club of Greater Vienna and Town of Vienna for use of the Vienna Community Center parking lot for the 2019 Vienna Farmers Market

EXPLANATION AND SUMMARY:
In the fall of 2017, the Optimist Club of Greater Vienna approached the Town about the possibility of moving the Vienna Farmers Market to the parking lot of the Vienna Community Center. The market, held on Saturdays from May through October, had struggled over the years to find a permanent location that provided both high visibility and adequate parking. The Town agreed to allow the market to move to this location in May 2018.
Permission for use of the parking lot was given with the understanding that use of the community center and the impact of the market on the center's parking needs would be evaluated throughout the season and an assessment completed at the end of the 2018 market season to determine if this location was indeed feasible for the farmers market as well as the Town and specifically the Parks and Recreation Department. In order to strike a balance for parking needs among users of the community center, W&OD Trail, and the farmers market, an arrangement for signage in designated areas was agreed upon by NOVA Parks, the Optimists, and the Town.
The Parks and Recreation Department is committed to helping make the Vienna Farmers Market a success and a key feature in what makes Vienna a special place to live.
Departmental Recommendation: The Parks and Recreation Director recommends approving the memorandum of understanding and authorizing the mayor or vice mayor to sign it.
