Request approval for repair of HVAC system at Town Hall

EXPLANATION AND SUMMARY:
The Department of Public Works requests approval to have the HVAC system at Town Hall repaired. On May 2, the HVAC system was struck by lightning, which caused severe damage to the system. VML Insurance Programs, the Town’s insurance, is covering the cost of all repairs, minus a $500 deductible and utilizing IFB 15-08; the reimbursement check already has been received by the Town.
Work to be completed includes replacement of twenty-four (24) VAV controllers for the terminal units, two (2) controllers for control/status monitoring of the hot/chilled water plant, nine (9) controllers for control/status monitoring of existing air handling units, and one (1) new ABB frequency drive for the cooling tower fan as well as provision of a workstation desktop. These replacement controllers and repairs will provide a complete, direct, digitally controlled building automation system (BAS) for operating the HVAC system.

Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: Upon acceptance of the executed request for waiver, the Town Council may approve the proposed repairs to the Town Hall HVAC system in the discretion of Town Council.
Town Manager's Recommendation: I recommend the Town Council approve of an expenditure of funds to repair the HVAC system at Town Hall, as presented.
