EXPLANATION AND SUMMARY:

During a meeting of the Transportation Safety Commission (TSC) on June 26, 2018, there was a discussion held, as noticed and signed prior to the meeting, regarding the location of the existing bike corral on Church Street.

Concern had been expressed to several members of the Bicycle Advisory Committee (BAC) that the corral, in its current location, is not being well used. It should be noted that the corral was designed to be moveable.

TSC proposes moving the bike corral on Church Street from its current location between the entrance to Cocoa Vienna (108 Church Street NE) and the entrance to Diamond Spa (120 Church Street NE). This item was previously considered on 11/19/18, agenda item 18-1075, however, it was tabled until additional parking could be identified on Church Street. At this meeting a property owner along Church Street indicated that they were willing to consider allowing the bike corral on their property. Staff engaged with the property owner and identified a potential location outside of 130 Church Street NW. Due to strong opposition from the property owner's tenant, this location was no longer viable. However, recently the shop owner of Rita's has indicated that they support utilizing the on-street parking space in front of 116 Church Street NW to locate the corral.

On May 1, 2019 staff met with another property owner along Church Street NW interested in exploring bike corral locations and identified several potential locations for corral(s) including:

- Several unused areas in the garage under Bazin's on Church (111 Church Street NW). Placing corrals on private property would require an agreement between the Town and the property owner. This location would require no site preparation.
