EXPLANATION AND SUMMARY:

Hunters Branch, located downstream of Tapawingo Road SW to the Town boundary at Virginia Center Blvd., is experiencing major erosion and stream bank failure. In October 2013, Town Council approved a cooperative agreement with Fairfax County to share stormwater service district fees. Per this cooperative agreement, the Department of Public Works (DPW) requested that the county grant the Town $400,000 for design of the restoration project. The funding agreement with Fairfax County for design of this project was approved by Town Council in October 2018. As outlined in the funding agreement, upon completion of the design, the county will grant to the Town an additional $1,520,000 for construction, pending available funds. Town DPW staff will lead and manage the project, and Fairfax County staff has pledged support with plans and review if requested.

Engineering design proposals for the project were requested on February 13, 2019. A total of eight proposals were received. From the proposals received, two firms were selected to present more details of their proposals to a three-person review/interview panel. The panel determined Wood Environment & Infrastructure Solutions (Wood) to be the most qualified firm. The attached fee proposal, not to exceed $377,654, was received by Wood, then reviewed and negotiated. In general, the scope of the proposal includes: natural and cultural resource studies, federal and state permitting, survey and design fees, public meetings, pre-bid and pre-construction meetings, construction oversight, and as-built survey. DPW staff recommends approving the proposal fee of $377,654, under RFP 19-05.

At this time DPW requests approval to award the design contract for Hunters Branch Phase II Stream Restoration to Wood Environment & Infrastructure Solutions.
