Route 243/ Route 123 Traffic Signal Upgrades - Request to award contract for traffic signal replacements

EXPLANATION AND SUMMARY:
Whitman, Requardt and Associates, LLP provided a proposal to perform engineering services for the referenced project. The purpose of this task is to prepare contract documents for signal improvements along Route 123 (Maple Avenue) and Route 243 (Nutley Street) as identified in the Traffic Signal Equipment Inventory and Needs Assessment prepared by WRA (dated December 21, 2018). These design plans will achieve the Town's overall goal to interconnect and upgrade all traffic signal controllers and cabinets along Routes 123 and 243 within the Town limits, which will allow the Town to manage these signals from a singular point using the McCain Transparity TMS software and server. WRA understands that the Town of Vienna has been awarded funds in response to its FY 2018 SmartScale application and that the project must comply with the scope and schedule outlined in the SmartScale application, including all federal and state requirements.
Based on the needs assessment, the following is a summary of recommended improvements to be included in this task:
Three full signal replacements at (intersection numbers correspond to intersection numbers contained in the needs assessment):
1. Route 243 (Nutley Street) and Tapawingo Road SW
2. Route 123 (Maple Avenue) and Follin Lane SE
3. Beulah Road NE and Church Street NE
This task will utilize RFP 17-02 and VDOT Project UPC 111471. Total requested funding is $118,888 ($113,227.10 quoted amount + 5% contingency), to be reimbursed by SmartScale funds.
